目前,第三次能源转型正在加速全球能源体系的低碳化进程,全球能源治理呈现出“阵营化、分散化”特征,步入深度调整期。国际社会亟需强化国际能源政策与治理的理性,深化制度改革,充分发挥新兴经济体的积极作用,提升全球能源治理的公平性、效率性与稳定性。在分析全球能源治理存在问题基础上,阐释了完善治理体系的必要性,预测了全球能源治理发展趋势。为中国参与全球能源治理的路径提出建议:一是发展新质生产力,坚定迈向碳中和,创造更多增量治理机遇;二是积极参与存量治理,主动引领增量治理,向“主角、主创”转变;三是秉持公平公正,倡导包容协同共赢,推动全球能源治理向更加完备有效迈进。

Currently, the third energy transition is accelerating the low-carbon transformation of the global energy system. Global energy governance is exhibiting characteristics of “bloc-orientation and fragmentation” and has entered a period of profound adjustment. The international community urgently needs to strengthen the rationality of international energy policies and governance, deepen institutional reforms, and fully leverage the active role of emerging economies, thereby enhancing the fairness, efficiency, and stability of global energy governance. Based on an analysis of problems in global energy governance, this paper elucidates the necessity of improving the governance system and predicts global energy governance development trends. Recommendations are proposed for China's participation in global energy governance:first, develop new quality productive forces, firmly advance toward carbon neutrality, and create more incremental governance opportunities; second, actively participate in existing governance and proactively lead in incremental governance, transitioning toward the roles of “protagonist and principal creator”; third, uphold fairness and justice, advocate inclusive collaboration and win-win outcomes, and promote global energy governance toward completeness and effectiveness.
