    Considerations in Tendering Stage of International Engineering，Procuring and Contracting （EPC） Projects

    Abstract：International EPC project can create high profits and will produce high risk also. Especially in the initial tendering stage， if decision makers of a corporate or tendering staff are not familiar with tendering documents or project construction environment， hidden troubles are buried probably. Analyzed and put forward are some considerations during tendering stage in combination with specific circumstances in the EPC project of Sudan’s State Oil Company Headquarters’Office Building. The risks existing in the tendering stage are discoursed through analyzing and studying tendering documents， choosing cooperative partner and determining cooperation model， carrying out comprehensive investigation and survey on project construction environment. Pointed out are some essential factors which all tendering staff shall consider so as to avoid and evade some risks caused by unnecessary negligence during tendering stage.
