    Present Situation and Countermeasures of Social Capital Investment in Shale Gas Development in China

    Abstract:
    At present, shale gas development is led by the governmental and state-owned large oil companies in China. Communique of the Third Plenum of the 18th National Congress of the Communist Party of China proposes "Comprehensively Deepen Market-oriented Reform" and encourages Chinese social capital to invest in shale gas development, which creates conditions for social capital investment in shale gas development in China. Conducted is analysis on American social capital investment in shale gas development and analysis results show that small and medium-sized enterprises are dominant, which provide technical services and capital investment. The social capital in America can benefit from shale gas development due to government subsidies, diversified competitions pattern and market-oriented pipelines. Based on the analysis of present situation of social capital investment in shale gas development in China, found out are problems which exist in social capital investment in shale gas development in China, such as policies, systems and facilities. Some countermeasures are puts forward in policies, systems and facilities respectively by using America's experience for reference and considering the reality of shale gas development in China.
