    Research on Multi-Level Quality & Safety Management Model in Project Construction

    Abstract：In order to find out a method of solving the contradictions and dilemmas between the quality and safety management system and promotion of management level, a multi-level projection and multi-level network management model have been put forward from a new perspective of multi-level management in this paper. By comparing to the difference of management centripetal force due to different decomposition methods of control power between and within the groups during the multi-level project management activities, it is pointed out that it will be helpful for the realization of promoting project quality and safety management and change from strict supervision to independent management and team management by establishing an efficient communication channels through the Internet.
