    “FEED +EPC” tender mode for overseas oil & gas surface facility project and its applicability analysis

    Abstract:

    With the development of the international oil and gas surface facilities engineering, market competition is becoming increasingly fierce, and facilities development mode becoming more diverse. Several creative, non-traditional bidding models have been explored, developed and applied in engineering practice. This paper takes FEED+EPC tender mode for Belbazem Project of Abu Dhabi, United Arab Emirates as an example to discuss the pros and cons of this new tender mode, and to analyze its applicability. The results show that this approach could reduce the number of claims as compared to traditional EPC tender mode, and is suitable for large-scale and complex projects where the contract holder has strong technical management team and the tenderer has the relatively higher capability to bear the project risks. However, because of its complex control and management, large resource investment and high cost of tendering, this mode, with its applicability fully taken into consideration, shall be improved along with more project practices.
