    Optimization of risk mitigation measures in densely populated and high consequence areas of oil pipeline route

    Abstract:

    Although GB 321672015 Code for Integrity Management of Oil and Gas Transmission Pipelines puts forward seven general risk mitigation measures for high consequence areas, the control requirements are relatively broad and not very operable. No control measures are specifically proposed for densely populated high consequence areas, which makes it difficult for oil pipeline companies to quantify the control measures for such areas. In order to solve the above issues, according to the 7 risk mitigation measures in GB 321672015 Code for Integrity Management of Oil and Gas Transmission Pipelines, a national standard compliance checklist was developed. Taking into consideration the actual management practices of oil pipeline companies,23 specific management and control measures, including daily management measures, engineering technical measures and emergency response measures, were optimized for the densely populated high consequence areas of oil pipeline route, which are highly operable and easy to implement in a quantitative manner. Through the actual implementation of management and control measures in a densely populated high consequence area, the risk of the high consequence area was successfully downgraded after the pipeline risk matrix method was used for assessment. The advantages and disadvantages of the above optimization measures are analyzed. The optimization measures are highly targeted to key areas of concern and can effectively lower the risk of the densely populated high consequence area of the oil pipeline route, and provide a reference basis for the risk mitigation and daily management of the densely populated high consequence area.
