- 油气长输管道的项目设计管理比较复杂，近年的管道建设呈现出以设计为主的路由协调贯穿项目始终、管道建设外部关系复杂、地方要求差异大等新情况，建设工作要求更严、难度更大。随着国内天然气管道建设呈现出的项目众多、地域分布广、工期紧迫等特点，设计工作的进度、质量以及标准化成果的应用对一个项目成败起到至关重要的作用。通过完成中贵线可研、初步设计及配合建设单位开展工程总承包和项目管理承包的招投标工作，对比传统设计工作和新形势下设计工作的区别，对新形势下如何高质、高效地完成设计工作进行了探讨。
Design project management of long-distance oil and gas pipelines is a complex system management， pipeline construction in recent years presents such new situation as taking the design as the principal thing， routing coordination throughout construction period， complex external relations and big differences between local requirements， which makes the requirements for pipeline construction more strict and its execution more difficult than before. Current gas pipeline construction in China has such characteristics as numerous projects under construction， wide regional distribution and short time limit for a project， its design schedule and quality and application of standardization achievements are critical to successful completion of a project. Taking feasibility study， preliminary design， engineering， procurement and construction and project management contracting of Zhongwei-Guiyang Gas Pipeline Project for example， comparatively analyzed are differences between traditional designs and new designs under new situation and discussed are some specific practices for completing design with high quality and efficiency.
