- 石油长输管道工程EPC项目，建设规模大、涉及专业技术面广、参与项目建设的利益相关者多且关系复杂，工程建设偏离预期的可能性大。EPC承包商承担了工程中的绝大部分风险，风险管理成为其成败的关键。投标管理作为决定承包商利益的重要环节，蕴藏着巨大风险，是承包商风险管理的重中之重。采用资料查阅和专家访谈方法，识别石油管道总包工程投标管理风险因素，对主要风险因素进行详尽分析，提出投标风险管理的重要防范措施，有利于降低石油管道工程承包商的投标管理风险。
Long?鄄distance oil pipeline EPC （Engineering， Procurement and Construction） project has such features as large construction scale， many disciplines and many stakeholders involved， and relationships among these stakeholders are very complicated. Furthermore， it is very difficult to reach anticipative objectives. EPC contractor had to undertake the vast majority of project risks， so management on such risks is crucial to successful project. Bidding management， an important link for EPC contractor， which will determine the contractor?蒺s profits， contains tremendous risks and shall be given primary importance in contractor?蒺s risk management. Much information is accessed and many experts are interviewed in order to identify risk factors in bidding management of oil pipeline EPC project， analyzed in detail are major risk factors likely existing in bidding management process and put forward are important precautions for bidding risk management， which will be conducive to avoid some bidding management risks.
