- 为确保居民阶梯气价制度的实施成效,也为尚未实行居民阶梯气价的区域提供参考依据,有必要评价当地居民阶梯气价制度的优劣。在国内阶梯水价与阶梯电价相关研究的基础上,对我国居民阶梯气价的实行现状进行了分析,运用数理统计学模型和模糊综合评价法评价居民阶梯气价制度的优劣。研究表明:可以用正态分布模型来确定居民阶梯气价能否保证80 居民家庭的用气量平稳;在考虑多因素的基础上,应用模糊综合评价法进一步评价居民阶梯气价制度优劣;最后提出有关居民阶梯气价制度制定和后期优化的建议。In order to ensure execution effectiveness of tiered pricing system for residential gas consumption and provide a reference basis for those areas in which such system has not yet been executed, it is necessary to evaluate advantages and disadvantages of such system. Based on the research results in current domestic tiered pricing for residential electricity and water consumption, analyzed is implementation situation of tiered pricing in residential gas consumption and applied are methods of mathematical statistics and fuzzy mathematics to evaluate advantages and disadvantages of tiered pricing system for residential gas consumption. The analysis results show that normal distribution model may be used to determine whether the tiered pricing for residential gas consumption can ensure the smooth and steady gas consumption of 80% households. Based on considering many factors, applied is the fuzzy comprehensive evaluation method to conduct further investigation and study on the tiered pricing system. Finally, put forward are some suggestions for tiered pricing system making and further improvement in future execution period.
