新形势下,科技不断推动人类社会的发展与进步,企业作为社会科技创新的主体,作用愈来愈突出。C公司在科技项目管理方面形成了一定的基础,但也存在一些问题,为解决这些问题,提升管理水平,通过研究美国项目管理协会推行的项目管理知识体系指南(Project Management Body of Knowledge,PMBOK),结合工程建设科技项目特点,将PMBOK模型以及工程建设领域科技项目管理的不同之处和值得学习借鉴之处应用于科技项目管理,得出科技项目管理知识体系TPMBOK模型。通过深入分析C公司科技项目管理过程中遇到的来自重复立项、科技资金渠道不畅、研发质量把控难度大、客户响应速度慢、多项目冲突等问题,应用TPMBOK模型给出业务重组、理顺渠道、应用质量管理工具、提高市场灵敏性、推广项目管理信息系统等管理对策,并对TPMBOK应用进行了初步探索。
Science and technology promote the development and progress of human society. Under the new situation, the enterprise plays an increasingly important role as the main body of social science and technology innovation. Through the development of scientific research projects, Company C has formed a certain foundation. However it also appears some problems. Having studied the PMBOK advanced by PMI, in order to solve these problems, enhance the management level, this paper combines the characteristics of engineering projects and points out the differences and worth learning aspects of PMBOK model when applied to scientific research project management, especially in engineering and construction fields, to propose scientific and technological project management knowledge model: T-PMBOK. Through analyzing the management process of a typical scientific research project running in Company C, this article summarizes 5 issues such as repeated projects, poor channels to funds, quality control difficulty, slow customer response, multi-project conflict, and provides 5 management strategies such as business restructuring, streamlining channels, applying quality management tools, increasing market sensitivity, promoting project management information systems by using T-PMBOK.
