根据国家“十三五”规划纲要提出的“煤改气”政策分析,天然气的利用将面临前所未有的机遇和挑战,燃气企业将会加快天然气场站的建设和运营。中国部分地区天然气管网尚未到达,气源问题制约了“煤改气”的快速发展,但“煤改气”的大环境不会停滞,寻求可替代气源就成为发展“煤改气”的关键,液化天然气(LNG)点供场站目前较适合作为临时替代气源的供应场站。结合福建省已投运LNG点供场站十余年的成功经验,在建立制度章程、规范建站手续、降低运营成本、严控供销输差、加强信息化场站建设和合理化气源调度等方面,对LNG点供场站的安全生产和运营管理提出了技术措施和管理办法,证实了科学的技术措施和严谨的管理办法是确保安全生产的有效手段,并为新建LNG点供场站的投运,加快地方“煤改气”政策的落地提供参考意见。

With the rapid development of industry, how to facilitate the effective prevention and control of atmospheric

pollution has become the most concern of the people. According to the policy of Coal-to-Gas in the 13th Five-Year Plan,

development and application of natural gas will be faced with unprecedented opportunities and challenges, and gas companies will accelerate the construction of LNG vaporizing stations. However, partial areas in China have not been reached by

natural gas network and the issue of gas source has restricted the development of Coal-to-Gas. So, searching alternative gas source becomes the key of Coal-to-Gas policy. LNG vaporizing station is suitable as a temporary alternative gas source

station. Combining with thesuccessful operation experience of Fujian medium and small-scale LNG vaporizing stations, this

paper provides method for the construction of medium and small-scale LNG vaporizing stations by establishing systems,

standardizing procedures, reducing costs, strengthening informatization construction, optimizing gas source scheduling and puts

forward the technical measures and management methods for safety in production and operation management of the LNG

vaporizing station, providing reference for the establishment of new station and implementation of Coal-to-Gas policy.
