国内外石油建设安装工程费用组成存在较大差异,不仅费用组成项不同,而且同一费用组成项的价格水平也有所不同。只有了解国内外石油建设安装工程费用组成之间的差异,才能更好地应用国内预算定额进行国外石油建设安装工程的报价测算和费用控制。以《石油建设安装工程费用定额(2015版)》规定的费用组成内容为脉络,采用对比分析法详细阐述了国内外石油建设安装工程费用组成的差异,并针对差异提出了在使用国内预算定额时各项费用的调整或修正方法,为国外石油建设安装工程的造价编制提供参考。
Tremendous differences of construction expenditures exist between domestic and international petroleum installation projects, which are featured by different constituents of expenditures and different price level under the same constituents of expenditures. Only understanding the differences of expenditures can we use the domestic budget quota for tender pricing and cost controlling in the international projects.This article analyses how the construction expenditures of the domestic and the international petroleum installation projects are differently constituted by using contrastive analysis on the basis of theBudget Quota forPetroleum Installation Project, and put forward some methods of adjusting or revising the differences of construction expenditures. The conclusion of this article will be used as reference for cost compilation of international petroleum installation projects.
