“一带一路”是由中国国家主席习近平同志提出的国家级顶层合作倡议,是党中央做出的重大战略决策,是构建人类命运共同体、实现利益共同体的重要实践平台。中国的油气企业负责任于国家能源安全,服务于该倡议,“一带一路”已经成为优势产能合作的主战场。以中国对俄罗斯油气合作小股东项目为例,对实际运作小股东项目出现的问题及原因进行了阐述,结合实践通过思考提出可行性建议,实施针对性的管理措施,保证小股东各项权利及利益,与大股东达到互利共赢,建设利益共同体。

“The Belt & Road" is a national top-level cooperative initiative put forward by Comrade Xi Jinping, President of China.It is a major strategic decision made by the Party Central Committee and an important platform for building a community of human destiny and realizing community of shared interests.China's oil & gas enterprises are responsible for the national energy security and serving the initiative.“The Belt & Road" initiative has become the main battlefield for the cooperation of competitive industrial capacity. Taking China's oil & gas cooperative project with Russian minority shareholders as an example, this paper expounds the issues and causes of the actual operation of the project, puts forward feasible suggestions, implements targeted management measures, guarantees the rights and interests of Chinese minority shareholders, and achieves mutual benefit with major shareholders to build the community of shared interests.
