液化天然气(LNG)作为清洁能源已成为中国能源结构重要组成部分,截至2018年7月中国已建成18座大型LNG接收站。随着中国LNG产业快速发展,为实现与国际接轨和安全、高效的目标,应建立和完善涵盖设计、施工、材料及设备、安全与运行管理等领域的LNG技术标准体系。为此,研究确定了LNG技术标准体系构建原则和框架结构,系统梳理了LNG技术标准体系涵盖的国内外标准。最后,提出中国未来LNG技术标准体系建设工作建议,包括制定LNG综合性和权威性工程建设标准、LNG产品质量标准和LNG站场风险评价标准,开展浮式LNG、浮式储存及再汽化装置和其他水上接收终端的技术进展跟踪和标准采标研究,提升采标标准适用性和可操作性等。建立系统的、完善的LNG技术标准体系,可为中国LNG产业健康发展提供有力技术支持。
As a clean energy, liquefied natural gas (LNG) has become an important part of Chinas energy structure.By 2018, 18 large-scale LNG receiving terminals have been built in China.With the rapid development of Chinas LNG industry, in order to achieve the goal of international integration and safety and high efficiency, it is necessary to establish and improve a technical standard system covering design, construction, materials and equipment, safety and operation management.The construction principle and frame structure of LNG standard system are determined, and the domestic and foreign standards covered by LNG standard system are systematically collected.Finally, suggestions are put forward for the future work of LNG standard system in China, including the formulation of LNG comprehensive and authoritative engineering construction standards, LNG product quality standards and LNG station risk assessment standards,carrying out the research on technique status tracking and adoption of standard for FLNG、FSRU and other water receiving terminals, improving the applicability and compliance of the standard.The establishment of a systematic and perfect LNG technical standard system can provide strong technical support for the healthy development of China LNG industry.
