- 为了解决依靠经验和领导决策等传统应急抢险管理模式对潜在风险缺乏预见性和针对性的问题,改善集输管道完整性管理应用效果不佳的状况,分析了集输管道完整性管理在管道风险评估理念、管道管理数据库维护、管道风险评估分段、风险分析损伤模式、后果计算评估软件、高风险点未实现精准定位管理中存在的问题,提出了基于完整性管理的风险评估理念。通过明确埋地管道区段的划分原则、埋地管道失效可能性评价原则、埋地管道失效后果评价原则,提出了风险点管道三维走向和现场定位方案,建立了基于完整性管理的集输埋地管道风险评估规范,有利于开展进一步的完整性管理评价、日常巡查、检维修等风险管理工作,提高了风险管理的操作性和有效性,为管道完整性管理的有效开展提供了指导。
Since the traditional emergency response management model relies on past experience and leadership decision making, it lacks foresight and focus on potential risks. In order to improve the poor performance of gas gathering pipeline integrity management, this paper analyzes the issues of gas gathering pipeline integrity management in pipeline risk assessment concept, pipeline management database maintenance, pipeline risk assessment segmentation, risk analysis of mode of damage, consequence calculation and risk assessment modelling software, and failure to achieve precise positioning and management of high risk points, and proposes the risk assessment concept based on integrity management. By defining the principle of dividing buried pipeline sections, the principle of evaluation of buried pipeline failure possibility and theprinciple of evaluation of buried pipeline failure consequence, the three dimensional trending of buried pipeline risk and site positioning scheme of pipelines at risk points are proposed. With this proposal, the risk evaluation specification for buried pipeline based on integrity management is established, which promotes integrity management evaluation, daily inspection and maintenance. As a result, the operability and effectiveness of risk management have also been improved, providing guidance for effective implementation of pipeline integrity management.
