随着国际油气地面工程的发展,竞争愈发激烈,建设模式多样,业界也在不断探索实践各种区别于传统工程总承包(Engineering,Procurement,Construction,EPC)招标模式的创新招标模式。以阿联酋阿布扎比贝尔巴泽姆(Belbazem)陆海油田项目的初步设计(Front End Engineering Design,FEED)+EPC招标模式为例,阐述该模式的优缺点,并对其适用性进行探讨分析。经过分析认为,FEED+EPC招标模式能够很好地解决传统EPC招标模式存在的承包商大量索赔的问题,适用于规模大、复杂程度高、业主技术管理团队强且投标商具有较高的风险承受能力的项目,但是这种模式管控复杂、资源投入大、投标成本高,需要充分考虑其适用性,并需要更多的项目实践来不断完善和提升。
With the development of the international oil and gas surface facilities engineering, market competition is becoming increasingly fierce, and facilities development mode becoming more diverse. Several creative, non-traditional bidding models have been explored, developed and applied in engineering practice. This paper takes “FEED+EPC” tender mode for Belbazem Project of Abu Dhabi, United Arab Emirates as an example to discuss the pros and cons of this new tender mode, and to analyze its applicability. The results show that this approach could reduce the number of claims as compared to traditional EPC tender mode, and is suitable for large-scale and complex projects where the contract holder has strong technical management team and the tenderer has the relatively higher capability to bear the project risks. However, because of its complex control and management, large resource investment and high cost of tendering, this mode, with its applicability fully taken into consideration, shall be improved along with more project practices.
