为深入总结高含硫气田重点工程优质高效推进经验,以川东北高含硫气田项目为例,通过列举法兰管理、氦氮试压检漏等特色技术,展示了高含硫天然气生产作业现场多项目实施全过程安全、质量管控经验,确保边生产边作业、多项目交叉作业现场进度、安全受控和质量达标。实践结果表明:高含硫气田重点工程项目需要抓好统筹协调管理,做好进度管控;高含硫气田重点工程项目需要关注承包商管理、中高风险作业核实与验证及隔离管理等关键环节,做好安全过程管控;高含硫气田重点工程需要关注设计方案、物资采购、施工过程及系统精密检漏等关键环节,做好质量管控。结论认为:统筹协调甲乙双方资源、坚持优良作业管理、落实属地管理职责、做好承包商管理是高含硫气田多作业施工现场进度、安全、质量管控的保证,运用甲方的管理制度去影响、培养承包商,实现甲方对现场作业在进度、安全、质量的全方位管控是有效的。
To summarize the experience of high-quality and efficient implementation of key engineering projects in high-sulfur gas fields, taking CDB high sulfur project as an example, this paper shows the experience of safety management and quality control in the complete cycle of multi-project implementation in high-sulfur natural gas production and operation site, by listing charateristic technologies such as flange management, helium-nitrogen pressure testing and leak detection. The above approach enhances on-site progress control, safety management and quality standard of multi-project simultaneous operations and production operations. The results show that it is necessary to 1)perform coordinated management for optimum control over the schedule of key projects in high-sulfur gas fields; 2) focus on contractor management, verification and validation of medium and high risk operations, isolation management and other critical aspects for optimum control over full project cycle safety management of key projects in high sulfur gas fields; 3) focus on design plan, material procurement, management of construction process and precision system leak detection and other critical aspects for optimum quality control of key projects in high sulfur gas fields. In conclusion, overall coordination of resources between Project Owner and Contractor, adherence to good operation management, implementation of clear individual roles and responsibilities in specific areas and good contractor management are the guarantee for progress, safety and quality control of simultaneous operation and construction site, and it is effective to use the all-round management processes and control approach of Project Owner on the progress, safety and quality to influence and train contractors to comply with Owner practices.
