- “十三五”时期,川渝地区经济社会和天然气产业迎来了快速发展,为适应“十四五”时期发展需要,开展了川渝地区天然气产业发展现状与“十四五”展望研究。通过梳理“十三五”时期川渝地区经济社会和天然气产业发展成果,结合资源和政策进行潜力分析,对“十四五”时期川渝地区天然气发展形势进行了研判。研究表明:1)“十三五”时期,川渝地区的地区生产总值快速增长,能源供需清洁程度大幅优于全国，天然气产量快速增长拉开产销差距,基础设施逐步完善,对地区生产总值的贡献率进一步提高；2)四川盆地天然气资源量全国第一,“双碳”目标和地区政策助力天然气大发展；3)“十四五”时期,川渝地区天然气发展形势较好,有望继续保持产量高峰增长,储运基础设施枢纽作用凸显,区域消费市场得到优化提升。结论认为:川渝地区经济社会发展引领地区天然气产业发展,天然气产业发展同样对地区经济社会发展起到了带动作用,“十四五”时期川渝地区天然气产业发展质量有望显著提高。
Sichuan-Chongqing area's economy, social development and natural gas industry has undergone rapid growth during the 13th Five-Year Plan period. To meet the development needs of the 14th Five-Year Plan period, this paper carried out a study of the current status of natural gas in Sichuan-Chongqing area and the growth prospect posed by the 14th Five-Year Plan. By sorting out the economic, social and natural gas development achievements in Sichuan-Chongqing region during the 13th Five-Year Plan period, incorporating an analysis on the potential provided by resources and policies, this paper studied and assessed the development situation of natural gas in this area during the 14th Five-Year Plan period. The results show that: 1) during the 13th Five-Year Plan period, the GDP of Sichuan-Chongqing area grew rapidly, and the proportion of clean energy supply and demand was significantly better than that of the whole nation; the rapid growth of natural gas production widened the gap between production and sales, and the gradual improvement in natural gas infrastructure further increases natural gas industry contribution to the regional GDP.2) Sichuan Basin has the largest natural gas resources in China, and the “dual-carbon” target and regional policies have helped to boost the development of natural gas.3) during the 14th Five-Year Plan period, the development situation of natural gas in Sichuan-Chongqing area will be even better, with the production possibly maintaining peak growth, the role of storage and transportation infrastructure hub becoming more prominent, and the regional consumption market will be further optimized and improved. The study concluded that the social-economic development of the Sichuan-Chongqing area will accelerate the growth of natural gas industry, which in turn will fuel the social-economic development of the area. The quality of the natural gas industry development in the Sichuan-Chongqing area will be significantly improved during the 14th Five-Year Plan period.
