近年来,全球天然气市场遭遇低碳转型、新冠疫情以及乌克兰危机的轮番冲击,市场格局发生剧变。中国天然气市场改革有序推进、基础设施建设不断完善、低碳转型明显加速,天然气市场变化显著。分析认为,新形势下中国天然气安全态势将逐渐好转,但依然面临国际贸易能力、定价话语权以及自身调节能力不足等问题。建议在做好国内增储上产、基础设施建设的同时,继续推进市场化改革、强化国际贸易能力、充分利用需求话语权,积极开展天然气外交。
In recent years, the global natural gas market has been hit by low-carbon transformation, Covid-19 pandemic and Ukraine crisis, and the market structure has undergone drastic changes. The domestic natural gas market is also undergoing significant changes:market reform is carried out in an orderly manner; infrastructure development is continuously improving; low carbon transformation has accelerated significantly. The analysis shows that under the new situation, the security of China's natural gas supply will gradually improve, but it still faces issues such as insufficient international trade capacity, pricing discourse power and self-regulation ability. It is suggested to increase domestic gas reserve and production, enhance infrastructure construction while advancing market-oriented reform, strengthening international trade capacity and carrying out natural gas diplomacy proactively.
